Welcome to Module 4!

The SFIA Advanced Behaviour Framework Module builds on the introduction to the Skills Framework for the Information Age (SFIA), presenting it as a practical, globally recognized framework for defining and managing digital and IT skills across diverse environments. The module highlights SFIA’s purpose: to provide a clear, shared language for skills, improve role clarity, and connect workforce capability to business needs.

Course Objectives and Content Overview

The Module is designed to build understanding of the human side of capability from both technical skills and how people behave and act out those skills. It introduces behavioral frameworks as structured sets of expected behaviors, which include communication, teamwork, leadership, and problem-solving, and explains how these frameworks align expectations with organizational culture and values to help clarify what great performance may look like.  Behavioral frameworks are integrated into SFIA Levels of Responsibility to provide a consistent language for describing generic attributes (autonomy, influence, complexity, business skills, and knowledge) in real workplace contexts. Participants will learn the process of how behaviors can be expressed as actionable competencies to create a more holistic approach to workforce capability.

Course Content

This module focuses on applying behavioural frameworks using SFIA to translate skills into observable workplace behaviours. Learners explore how attributes such as autonomy, influence, and complexity define expectations across levels of responsibility. The course introduces a structured approach to mapping behaviours, from identifying attributes to defining measurable outcomes and embedding them into role profiles, performance evaluation, and development planning. Through practical examples, participants learn how to apply behavioural frameworks to support consistent and effective capability.

Learning Outcomes:

• Explain what behavioral frameworks are and why they matter, including how they create clarity and consistency by defining observable behaviors across various categories. Participants should be able to describe how behavior frameworks support culture alignment and performance by making expectations explicit and giving managers a shared standard for feedback and development. • Describe how SFIA incorporates behavioral factors into the Levels of Responsibility, linking behavior to generic attributes. Learners should be able to interpret both components of behavioral factors, which are a behavioral skill and a description tied to responsibility. • To apply the module’s method to operationalize behaviors: first, identify the generic attribute, then break down the statement into its action verb with context, convert into observable outcomes, align them to the right SFIA level, and embed them into development and evaluation. This approach is ultimately to support recruitment and structured development planning.

Target Audience

This course is intended for participants who want to strengthen workforce capability by integrating behaviors alongside technical skills. It is useful for professionals and teams who are looking for clearer expectations about what success might look like, especially in environments where collaboration, adaptability, etc. are not just technical competence, but directly shape outcomes.  The course is also designed for people leaders and workforce planners who build role descriptions, run hiring processes, and manage development. This module supports these groups by showing how behavioral factors can be embedded into role profiles to clarify expectations beyond technical skills and strengthen alignment.  Finally, this course is targeted for participants involved in designing self-assessments, performance learning plans, or capability reviews. Since the module focuses on translating behavioral factors into observable, measurable outcomes aligned to SFIA levels of responsibility, it helps organizations apply behavioral expectations consistently and fairly across roles and progression levels.
